Mobility V’s Outright purchase.

o The Motability Scheme offers a long term rental based over a 3 year or 5 year contract (depending on the vehicle supplied).

o The scheme is open to an individual who is in receipt of the Higher Rate of Disability Living Allowance (DLA).

o The mobility contents within the allowance can be transferred to Motability Finance in return for the supply of a vehicle, ...however, should the lease cost exceed the allowance (approx. £51 per week) the individual will be required to pay in advance a lump sum, this will be equal to the difference in cost between the mobility content of the DLA and the true rental (this amount differs from vehicle to vehicle).

o The client will need to pay for any for any additional equipment such as automatic transmission, tinted windows, air conditioning etc.

o The specification of the vehicle in the terms of accessibility, will be determined by “Motability” and will not be offered as choice to the client.

Therefore, whilst Personal Mobility Solutions could be offering to fit a rear under floor lift, which does allow for greater space within the vehicle, “Motability” would normally specify either an on board platform lift or fold-out ramp. In both these types of lifts will reduce the amount of usable space inside the vehicle and may compromise passenger seating.

o It should be noted that there have been changes in the supply of vehicles via the Motability Scheme, which have yet to be finalised, but the suggestion is that the value of the vehicle should be limited to a maximum of £25,000.

o Other changes designed to cut costs to Motability, will be restrictions on drivers under 25 and the amount of people who can be insured to drive the vehicle.

o Trackers are now being fitted to vehicles to follow your every move.

o The supply of the vehicle is determined by the Motability Contract Hire Scheme and will be at their discretion, the client may have to accept the specification and colour choice as determined by Motability Finance Limited.

Motability Finance Limited facility is operated though accredited motor vehicle dealerships, usually the majority of the dealerships nominate a salesperson to operate the scheme on their behalf, from our experience not all staff are particularly knowledgeable with all the variations of equipment needed or required by disabled individuals.

The individual clients can decide on which vehicle they would like rather than being given the correct guidance to match the needs of their disability, from experience this can adversely affect their vehicle selection and result in the wrong choice of vehicle being supplied.

There are also distinct financial implications on a long term basis where, for example, the DLA allowances are restricted or removed. Should either be the case the client may be excluded from the scheme or have reduced funds to pay for their transport.
