This is a short report from ODS consulting.  Working with the Government in Scotland they recently completed some consultation and research with disabled people to look at independent living.  The report is a summary from three workshops events that were part of a wider study.

Thanks for posting this David, although it makes thoroughly depressing reading.

So many of the points are ones that I heard from twenty years ago. As my paper approaches completion, one can only hope that somebody is stirred into action,as the result of the comparative study could not be more blindingly obvious.

The really interesting thing that I discovered was that when disabled people are empowered, the disability - no matter how severe - is hardly seen. If the disabled person is not empowered ,all you see is the disability.

The other interesting aspect to emerge is that Independence appears to be invisible!
